Tweak to delay wifi turning on?

I notice that when I turn wifi off, it takes a lot shorter time for my passcode to come up when I slide to unlock.

Like normally, I slide then it stays there for a few seconds until wifi turns on again then the passcode comes up.

But when I turn it off, the passcode comes up near instantly.

Any way to have it so that wifi doesn't turn on till after I'm unlocked?
