Whenever my jailbroken iPod Touch has to reboot it'll take upwards of 15 minutes in a cycle of reboots before finally landing on my home screen.

Is there a Cydia tweak to prevent this?
Won't do it on a respiring, just a boot. Watching the apple logo show up, go away- black screen, logo shows up... goes away. . . black screen.
It is annoying as all get out.

do you have everything updated in cydia?

what tweaks do you have installed? it is probably a tweak causing a long boot. if you have activator, make sure to update that
 
Just rejailbroke it. Fresh install of iOS 7.1 beta 3 (developer). Installed Winterboard and when it reboots all the drama begins.

Did this twice today thinking perhaps I disconnected the iPod before the jailbreak was complete, but no- happened all over again the second go around.
 
From the Apple logo flashing like that, it would appear that Springboard is crashing and having trouble starting. Try removing Winterboard.
