Ok so I have an iPad 2 and put on the twitter app and enabled push notifications but its been a day and I have yet to get a single one. There have been plenty of tweets but no badges, sounds or popups even though they are enabled. What am I doing wrong?
 
Depending on the notifications settings you have configured, I believe Twitter will only push DM's/Mentions/Retweets (of your own tweets) and not just items in your normal feed.

At least, this is my understanding and experience after having used it for a while now.

I'm under the impression he's using the official Twitter app?

If that is the case, the app will only sent notifications when you are at mentioned, or if you receive a DM.
