I’ve had some power issues over the past few weeks with power to appliances being cut off mid operation. In the past 24 hours I’ve had my two 3rd gets 128GB 4K units get stuck in a boot cycle with the white light flashing. Our iStore’s aren’t official Apple stores, just premium resellers. When i took the two units to the closets iStore they told me the white flashing light was indication of hardware failure and since both where out of warrentee I had to replace both units. I replaced the one so at least the family had one working unit. Question, if I had a proper Apple iStore look at the units, would they not maybe be able to restored the software? Not buying it’s a hardware fault on both. Travelling to the USA in a few months. Thinking of bringing the two units to a proper Apple for their opinion. Any thoughts?
 
Apple stores will just send them in for work repair so unless you’re willing to pay and wait then not much you can do with these devices.
 
Have you tried restoring with an iPhone?

Interestingly the new unit had to be restored with my iPhone out of the box. The other two units display the Apple logo and the within a second reboot. So it doesn’t get to the stage where that screen comes up.

Update here. Seems when my units are connected via Ethernet to my network the two original units were stuck in a reboot cycle. When I disconnected them from the network and restarted them with a hard power unplug both gave me the option to restore with my phone. So now I have three 3rd gen AppleTVs in a home with two TVs.
 
FWIW, given your power problems, have you considered an Uninterruptible Power Supply for the units? Cheap insurance.
