Apple recently posted a new support article:

According to this, it should now be possible to generate a recovery key when using two-factor authentication (previously this was only possible when using the old two-step verification). However, I don't see the option described in the article in the "Password & Security" settings on my phone or iPad (which are running iOS 11). Does anybody else see it?
I'd really like to switch back to recovery keys so I don't have to depend on Apple's week-long recovery process in case I get locked out.
