Two factor authentication

Hi

I was really hoping to turn two factor authentication on when I updated to El capitan but for some reason I can't despite having all the requirements.

I have tried on my iMac and iPod touch, under security tab "turn on two factor" and I get a message saying that two factor is not available yet for my ID.

I know that states the obvious, but why is it taking so long.

Is anyone else still trying to get two factor and unsuccessful currently?
