Two Folder Categories in Mail on My MBP - Merge into Only One?

I save my emails in folders in the Mail app on my MBP. The problem is that I have two distinct sets of folders; One is located under the title of my mail server - rochester.rr.com, the other under the title - On My Mac. Attempting to drag a specific folder from one list to the other doesn't work.

Does anyone know of a way to get rid of one or the other so I can deal with only one "set" of folders.

No need to make a new folder/mailbox, unless want to. Just select the messages and move. Will be prompted for destination.
