I have 2 iPhone, one is iPhone 5C one is iPhon 5S. The iPhone 5C has data only SIM card (using iPad data plan on the iPhone and it has a phone number associated with the SIM card). Two iPhone using same Apple ID, both iPhone's FaceTime setting setted to my primary phone number (iPhone 5S) and Message set to the primary phone numbers as well.

Every other devices runs well, but not the iPhone 5C.

Under settings -> FaceTime on the 5C, does it have iPhone Cellular Calls enabled?
 
I do not see such option


That's because you can't make calls on your phone (using the phone app) in the first place.

1) make sure all devices are running 8.0.2
2) switch off and on the FaceTime Cellular calls option on your primary phone.
3) make sure ALL devices are connected to the same iCloud account. I suggest signing out of iCloud on your 5c, then sign back in.
