Universal Two Message destinations

I have an iPhone on ATT, and an iPad on WiFi only. I find that occasionally messages go to my iPad but not the phone, and vice versa. I can’t figure out how to identify the two devices separately, and sometimes miss timely messages. Any suggestions? My family can’t see any difference in the destinations on their devices either.
