Two phones with same apple ID blocking numbers

Hello. I have two iPhones with same apple ID's, but whenever I block a number from calls, messages etc. that same number pops in the blocked list of the other iPhone. but in fact, i don't want to be blocked in that phone, and even i don't want that blocking to be seen at all.



what should I do, except creating a separate account for that device?

A different Apple ID is required.
