1. can you install it and run it off an external HDD?
2.does any one have a link to a site that shows the time line of the builds releases?

Are you a developer that has legal access to SL? If so, you should already know the answers.
 
i am not a developer..

1. i want to know so that when i get it (and pay for it i may add) i could put it on a drive or partition to test it before committing to it.

and

2. i am just curious about the time line and release builds.
 
The final version of SL will be available for sale in September. Current builds of the SL beta have been refreshed about weekly lately, and they are now up to Build 411.

Yes, you can install it on another partition for testing purposes. DO NOT install over your 10.5.7 setup, unless you like re-installing from Time Machine backups later when the GM version is released. Apple will not allow SL GM to be installed over SL Beta. You'll have to do a format - install - TM restore - it's probably best that way anyway, considering the wholesale changes in the codebase.

And yes, I am a member of the developer program, but I'm happy to satisfy your curiosity.

Does that mean that if I have an external drive I could keep Leopard installed on that and install SL on my internal? And essentially have 2 separate computers with different OSs?

Yup, just like you could do with many different OSes, Windows, Linux, etc. as long as the computer supports booting from USB (or Firewire if it's a FW drive) and supports the OS. Oh, and you know what you're doing.
