Got a MBP 13 yesterday and I haven't opened it yet. I just realized there are two seals on there, with the bottom one looking to have been opened. There is also some debris under the top seal. Should I be worried?

no, you shouldn't.
Mine is the same. I guess the original seal might be broken when transferred so they just put another one.
Just open it and check the seal of the book. it should looks like never touched.
Also check the serial number should match the box.

Ok, so I finally decided to open it. I decided I didn't want to return it, because the one I bought came in the same batch as the ones they had on display, which were all 9CBD and 9C9F's. So I was assuming I'd get one of those two, which at the time were supposed to be the superior screens.

Anyway, I opened it up, it was all wrapped in that clear seal stuff and everything seemed new. The welcome movie played too, so I'm not too worried about it. Also was glad to see that my screen was a 9C9F :).
