My iPhone XR was destroyed and I had two step verification enabled. I haven't been able to get into my iCloud email but I was given my recently deceased aunt’s iPhone 11. My mother went through AT&T and had everything unlocked and paid off so now its mine. Once I take it to my carrier and get my number ported, will I then be able to access my iCloud email/pics?

You should be able to. Moving forward, set up a family member’s phone for emergency verification and or a landline, so you don’t run into this situation again.
Or just sync another trusted apple device to your apple ID, right?
