Two users, one Mac?

A friend bought one Mac mini for work. He wants to hookup two monitors, two keyboards, two mice to it. Is there any way that two people could use this computer simultaneously? (Logged into two separate accounts?) I read there is some way to do this with VNC somehow, but it still requires a second computer, which is not the goal here.

He said the second user would just be doing occasional web browsing, but they didn't want to spend the money to buy another Mac when it would be used to rarely.

For anyone else who finds this thread and is wondering the same thing, further research (and GGJstudios' minimalistic response) has shown that my original question is not possible.

That is interesting but you still need two Macs and that isn't what you wanted.

Ahh I just posted the same question - can i assume the answer is no for an iMac with external screen? I don't plan to use two accounts, just one, but have two people in two browsers at the same time (with separate mice and keyboards..
