Is there any way to set up a single shared photostream that more people than just the creator can add photos to? I know that isn't how shared photosteams are designed to function, but having separate photostreams for each member of the group makes things unnecessarily complicated.

No, only the creator of the photo stream can add or delete photos.

Coming in iOS7.

That would be awesome. Are you sure? I have been researching this possibility for 30 minutes and yours is the first mention that its coming. If love a reference if possible. Thanks!
Apple - iOS 7 - Features
iCloud Photo Sharing.
With iCloud, you can share your favorite moments with your favorite people by creating a shared photo stream. They can post photos, videos, and comments to your stream, and it all appears on everyone’s iOS devices — automatically. The new Activity view lets you see the latest updates from all your shared streams in one place.
