'~' .txt file in Macintosh HD

I am not sure when it happened, probably at some point in downloading Yosemite Betas and updates, but has anyone else found the '~' .txt file in their Macintosh HD?

Yes, I had one. I deleted it and had no issues, although I did a fresh install not long afterwards anyway
