In OS9, clicking on one window of an app brought all of that app's windows to the front. Is there a way to do that (or set that behavior as a default) in OSX?

You can click on it and hit F10 for expose.
 
Clicking on the icon in the dock (I think grapes911 meant this by "it") will bring all of the application's windows to the front.

Sorry, I ment click on one window and then you can use f10 to see them all. The icon in the dock will work too.
