I know you guys have seen it in YouTube videos, or even on television commercials, but mainly on YouTube gameplay videos; where, for example, PewDiePie is playing a FPS horror game, and he screams and the text is "AHHHHHHHH" where "H's" continuously follow each other until the next jump cut/sequence. Is that just keyframing? Or is it literally punching in the text precisely at certain frames?

I don't think it can be done with key framing. However you can add a title, stretch it to length of the cut. Going from start to finish, blade it where you want to add characters and type them in. Repeat until the entire text is entered.
 
You have a typewriter title in your editing software. Try that and speed up the time ratio?.
