That's pretty cool.

You would do that with Adobe AfterEffects, or an application with similar 2D capabilities (though AE is the basically industry standard). Maybe Motion 3, but it would be harder.

After that, it's just some basic keyframing stuff. You just need the right tools.
 
This would be really basic to do in AE, just go through some basic keyframing tutorials. Coming up with the idea is the hardest part, seems like the guy that did this just copied work by MK12.
