U7000 PIN14 LOW VOLTAGE < 2V

Hi. I have a macbook pro 2011 no green light and fan spin due to u7000 pin14 very low. Sometimes it reads about 0.9V to 1v. Sometimes it reads 1.5v and decreasing when I continue to measure that pin. Same reading that goes to the AND gate, changed already the pullup resistor. Any idea is much appreciated.
