Alright first things first - I am not asking for my UDID registration to be done here through someone else so don't close this thread.

I had a friend of mine register my iPad's UDID last September for some reason. My question is this: I will be making a dev account because I want to publish a few applications on the iOS market. Will I be able to register my iPad under my own developer account or will it deny me as it is probably still registered under my friends UDID? According to him - once you register a UDID it cannot be removed until you renew your 99/yr.

You can definitely remove registered devices from the device portal, but it doesn't give you back that registration. What this means is this:
1) You start with 100 "slots" for devices
2) You register 10 devices and now have 90 "slots" left
3) You unregister a device. It disappears from the list of registered devices, but you still only have 90 "slots" left until your next renewal date

Incidentally, I'm pretty sure you can register a UDID against more than one developer account so there's not actually any need to remove your UDID from his list first
