Ugh, why can't Apple let me dismiss all notifications all at once??? Same annoyance on iOS

It only allows you to dismiss all of them all at once IF and ONLY IF there are notifications from more than 3 apps by clicking on:

1. More notifications
2. Ellipsis
3. Clear All

In all other cases, you can't dismiss all of them all at once.

How hard is it to just have a "Clear All" button at the top?!

Sometimes Apple's UX/UI decisions just baffle my mind.
