UI, Dock and Screen Corners Glitch

After I've logged onto my Mac, after a while my screen corners stop working, the dock won't magnify until I click on an icon in it, the UI on any application becomes slow and rolling over buttons doesn't effect them (e.g. rolling over the maximize button doesn't show the plus symbol.)

Now when I restart everything goes back to normal then, for some reason unknown to me, everything goes crazy again.

Could anyone shed any light on this issue

You should check the activity monitor and see if there is any applications/processes running that are using a lot of cpu power/slowing down the computer.
