Apple in the UK have a number of 2017 model 10.5" iPads on refurb from £359. As well as some 2018 model 11" and 12.9" iPads.

Have to say, I was surprised to see such old products but maybe that is because I only look when I am interested.
 
Probably from folks upgrading to new models and trading in their old iPads.

In the US, I noticed there was a lot more stock of the 2018 Pro 12.9 compared to 2018 Pro 11. At one time though, they had a few 2017 Pro 10.5, 2017 Pro 12.9 and Air 3 as well.

Would a trade-in count as a refurb? I can certainly understand and accept one that has been returned fairly soon after purchase, but possibly years later seems to be pushing it.

Not as-is. Probably goes through inspection first then those that make the grade get new chassis and battery and then sold as refurb.
