UK iPad3 & Personal Hotspot

As expected, transferring my O2 SIM in to my shiny new iPad today has not resulted in the 'Personal Hotspot' feature appearing :(

Has anyone got a recommendation for an iPad SIM carrier that does include the Hotspot feature?
