I'm testing a MBP which has a UK keyboard layout. The backtick (`) which I use in coding is bottom-left, instead of top-left, and a strange key that I never used in my 20+ years of coding/typing (+/- and paragraph key) sits top-left:

I tried to change it to a US keyboard so that I get the backtick (`) in top-left ... to my surprise, the system preferences shows that all US keyboards have the same +/- key instead of (`) in the top left. It looks like the OS is recognizing the hardware layout of the keyboard and doesn't want to budge.
Am I missing anything? Are 3rd party apps the only software solution?

p.s. The only English keyboard with (`) in the top-left is the "British - PC", but that puts the hash key next to Enter, and \ next to Z ... which is even worse for me.
