UMASK not working?

Hello,
yesterday I upgraded my iMac and MacBook to Yosemite.
I noticed that suddenly my new files are created with rw-r--r-- permissions.

Since Mountain Lion I have "umask 007" in the file "/etc/launchd-user.conf "
which resulted in default permission rw-rw----

Is this a 10.10 bug or has something changed?
