iPad Umm is this a normal Restore screen or is something wrong with my display?

I just received my iPad thru UPS and plugged in to restore and the Restore screen has this weird effect to it...almost like it's an intentional background image, but I don't remember ever seeing a restore screen like this in the past. Or is it defective?
