Unable to change keychain passwords - grayed out

In Keychain Access edit menu, Change Password for Keychain "Local Items" is greyed out.

I'd like to change my local items password.

This entry was not grayed out earlier. If I enable iCloud keychain the option to change its password is greyed out also.

What do I need to do to enable the password change? I've ensured that the appropriate keychain is unlocked first.
