Unable To Choose and Boot Options

Hey guys. I am trying to boot to anything except my Hard Drive, like my CD Drive or my Flash Drive....but I am unable to get any options on screen.

I have tried Holding C to boot to CD Drive, I have tried Command + Option, R & P, as well as Option alone and nothing works....

I even tried Command + S and I get no reaction from my 2007 Mac Mini...

Can anyone help me out?
