Unable to complete set up online?

This is the message that I get when I am trying to preorder from the Apple store. It then refers me to reserve my phone at the nearest store. The iPhone 4 is also not showing up for me on AT&T. Any idea why this would be?

I had to use their little sort features on the left side of the AT&T page to only display Apple. That's how I got it to show up.
