Unable to delete apps after 8.1.3 upgrade

Hi, quick one..if anyone else had the same issue
or
anyone already found the fix to this issue

AFter upgrading my iPad 2 to 8.1.3, I am unable to delete any 3rd party apps. When I (touch) hold the app icon it starts to wriggle but don't see the x mark to delete them.

did that..still the same..tried both, normal reboot and reset reboot by holding power and home button for about 10 seconds..i really don't want to restore this device..too much work

I can delete apps on my 6+.

Oh, you are a life saver..that's it..just remembered that I had enabled it preventing my kids deleting apps. Thanks man...much appreciated.
