Unable to download apps

My new iPad Mini will not download any apps , I get "Your apple id is disabled" pop up when I try to download a app. I am using the same Apple ID as I use for my macbook. I've changed the password, that did nothing. I get iMessages fine, but cannot download any apps.

If changing the password doesn't resolve the issue, call Apple Support.
