Unable to download free application due to Family Sharing

Has anyone seen this? I do not understand why I am not able to download this app. This happens on a few other apps too. They are both free, so they were never "refunded" or anything of the sort. Even tho it was "bought" by a different user, how do I "buy" it with this Apple ID?

I logged out of App Store, rebooted the phone, and relogged in and I got rid of that message and was able to download the app.
