Unable to Empty Trash (external HD attached)

For the past several weeks, I have not been able to empty the trash when I have external HDs attached. If I place an item in the trash (for example a photo or file) and then empty the trash, I get the sound. However, when I look at the can, there's still trash in it. When I "Empty Trash" the prompt comes up, "are you sure..." and I select empty trash. No sound and trash remains.

If I disconnect the HDs, the can appears empty. When I reconnect the HDs, the trash can is still empty. I'm still trying to figure out how to reproduce the problem. Any suggestions?
