unable to empty trash

I am tring to empty the trash but one of the files is locked and I can't even move the file out of the trash bin what should I do?

From Terminal, type

rm -rf ~/.Trash/*

the problem is that this one file is locked and I tried to unlock the file but unable to I also did the commands in terminal and read the apple support kbs.
