Hello, i bought a new HD because i couldn't get my old HD to boot up. the old HD has the annoying flashing folder with a question mark. With the new HD, I was unable to install the OS X it said something like can't installed on this computer? If someone could help me i really appreciated thank you!

Did you use Disk Utility (one of the utilities on the OS X DVD) to delete any existing partition and then create a Mac journaled partition?

If it says "Can't be installed on this computer". it's most likely because you are using a DVD that was bundled with a different model or version of Mac. Bundled DVD's are licensed for only one computer.
