Unable to move large files from iCloud Drive

I am trying to move a file from iCloud Drive to my desktop and when I do I get a progress bar with a message "Preparing to Move the file" and nothing ever happens. It has now been like 10 hours and it is still trying to move this file. I also tried to delete the file and it never does. Anyone have any suggestions?
