Unable to pair S3 cellular&GPS help?!

Tried several times this weekend to pair my 42mm S3 cellular and GPS with my iPhone XS Max. Anyone advise? It’s been unpaired and I tried resetting it completely, so I can not turn off its Bluetooth, which seems to work for some people.
