iPad Pro Unable to quick start from old ipad to new m2 ipad pro

so the other day i did a quick start of transferring stuff from an ipad 7th gen (ipad OS 15xx) to the m2 ipad pro 11 without problems. yesterday i've tried to do the same, this one is the ipad 8th gen (ipad OS 15xx), to another m2 ipad pro 11, but it hung on the last step of trying to transfer, and it never went through. i had to reset the m2 ipad to try again, but same results. did it like 5x and each time it's gotten to the screen of requiring me to reset the ipad pro. so i had no choice but to set up as new. any ideas why this is? could there be any problem/bug with this m2 ipad pro?
