In an attempt to reset my iMac I have lost the ability to reinstall Mac OS X. When I attempt to download Mac OS it requires me to login to the App Store but won’t allow me. I know my information is correct when i try to login but i keep getting the pop up included. Please help.

This dialog leads me to believe you are attempting to create an Apple Id account during install. Simply don't. There should be an option to proceed without creating one.

How are you installing Mavericks? From Recovery, Internet Recovery, USB media... ?
 
If you really want to reinstall Mavericks, you can download this Mavericks ISO and use Etcher to write it to a USB stick. If downloading from a non-Apple server makes you nervous and you have access to a working Mac, see this thread.
 
^ strictly speaking you don't need another mac to run wowfunhappy's DL script, you should be able to bootstrap from internet recovery (which has access to terminal).
