Unable to save original photos to device ios8

Hi

I'm trying to setup my iPhone 6 to save the originals of my photos on my device, rather than upload to iPhoto library.

I am checking the settings and don't see an option to "download and keep originals" unlike other screenshots I have seen (screenshot 3). I have checked settings in both the 'Photos & Cameras' and "iCloud -> Photo's" sections as per screenshots 1 & 2.

I have turned on iCloud drive and using photo stream etc.

Can anyone suggest any ways to fix this? Thanks
