Unable to send multiple photos

Is it my phone or a "feature"?

When trying to send multiple photos via messages to non Apple device I see the following message:

Cannot Send Message
iMessage Ned's to be enabled to send this message.
OK


In Settings, Messages
both
iMessage and Send as SMS are toggled on.
