Unable to Sync Outlook for Mac to Gmail

I want to move my email from Outlook 2011 to Gmail. I have the servers setup correctly. I can see the folders in my gmail account just fine. I moved the emails into the IMAP GMAIL folders. No matter what I do when I try to sync the folders, Outlook keeps reporting that the folders are in sync and won't copy the files up to the server. My goal is to move from Outlook for Mac into Outlook for windows on my bootcamp partition. I'm taking the above steps because there is no direct way to get a .oml into a .pst. I've tried copying the emails into an mbox format but importing those into any other application fails in that the emails have no subject and there is nothing in the imported emails. I'm running Mavericks and using Outlook for Mac 2011 v14.4.5.
