Because you are no longer connected to the internet.

Absolutely have tried everything but new iPhone Pro 13 won't install the latest 15 update. And yes, I am connected to the internet.

You can’t because Apple stopped signing the iOS 15 for iPhone 13. Just wait and there might be a revised or new version coming soon.

Beta or regular release? one of my iPads has done that thru the last couple of beta releases. If it is the regular release try upgrading through the Mac. That fixed the issue for me previously.
 
Didn't work for me this morning when I tried. I closed the Settings app, restarted the phone, and reset the network settings and it didn't work. I tried 15 minutes ago (~3 hours later) and it worked just fine. Nothing changed from my perspective except the time passed. (iPhone 13 Pro Max)
