Unactivated iPhone as iPod

I was one of the lucky few who's O2 restored to a good ol Pad 'n' papar and let people leave with there iPhone to be activated later.

My question is if i plus it into iTunes without an activated sim can i use the phone as an ipod just without a phone functionality or is it locked until my sim is activated?

P.S. I gots the 16GB! :D
