Unactivated iphone from BestBuy Question

If one pays for an Unactivated iphone 5 from BestBuy, does this mean I need a SIM card from Verizon to use it in the USA only, if anyone is in the know ? Does Verizon have these or get it from BB. Thought a SIM card (Verizon) would only be used for out of country use, and not really needed in the U.S.

Thank you to anyone that can clear this up.
