Carrier Unactivated iPhone unlocking?

Hi to everyone. I am new to this forum and Apple.
Hi i have been using android from last 3 years and just got a 4S from my cousin who is in UK. The phone is locked to O2 carrier.

Yesterday I bought its unlock on eBay. But to my bad luck I did a reset of the phone and now it is asking for a SIM card to activate it and I don't have any O2 SIM Card. So I googled so much find a way to activate iPhone without SIM card but of no use.

So I want to know that is it possible that when the iPhone gets unlocked on APPLE servers in a day or two I will be able to activate it with any SIM?
Or please tell me any other process to make it work?

Put your new sim card into the iPhone. Connect your iPhone to your computer. Wait for iTunes to recognize it. Once recognized, unplug it from your computer. Wait about a half minute. Plug it back in. Wait for it to be recognized again. Unplug it again. Wait a few minutes to see if your new carrier is showing in the top left. If not, reboot it and wait. If this doesn't work, trying doing another restore.
