Underclocking RAM/Processor?

I have an iMac G3 with 256MB of RAM and a 600Mhz, and was wondering if it's possible to underclock or slow down either of these?

It's running 10.3.9

A slight question would be, why would you want to slow it down?

Well, I'm not sure my dad is quite convinced that it's slow enough to need an upgrade. It's my sisters computer, and he would be buying my hackintosh to replace it.
