Understanding: "Shared" in Finder Sidebar

A couple general questions I'm having difficulty searching/Googling:

-A couple PCs in my household continually appear in my Finder sidebar remain visible, even when those PCs are turned off, and even though one of those PCs has sharing turned off completely. Is that normal behavior for PCs in the sidebar?

-Exactly what should I expect to see in the "Shared" sidebar; is this only PCs/Macs? For example, on my network I have a few cell phones (iPhone/Android) connected, not to mention a Fire stick and an Apple TV. Is it correct operation that none of those appear in the sidebar on my Mac, or should I in fact be able to see them? Also, I have the "Allow Guest Users to Access Shared Folders" thing unchecked.

So as an update... I paid close attention, and the computers do fall off, eventually. Just isn't quite 100% in sync. Annoying but the important thing is they'll appear as required.
